Abstract
The purpose of this article is to uncover the foundations of effective public policy. A country’s place in the world is determined by the spiritual, moral, educational, and professional standards of its population, which reflect the quality of its human capital and influence the state of society and economic development. Today, in the world’s leading countries, education accounts for approximately 15-20% of national income growth. If a country has chosen an innovative development path, then this innovative development must continually raise standards for secondary and higher education, thereby raising the level and quality of education. Leading countries, when developing their economies, do not blindly copy foreign achievements, but develop a strategy for accelerated development while maintaining their own value system. The failure of Russia’s entire system of macroeconomic indicators leads to extremely poor public administration.
